The international student program has undergone more policy changes in 2025-2026 than in any comparable two-year period. For RCICs advising current and prospective international students, keeping current with the evolving framework is essential.
IRCC introduced a two-year cap on study permit approvals for undergraduate and college programs in early 2024 and has maintained a cap-constrained environment through 2026. The cap is allocated to provinces, which allocate to designated learning institutions. Students applying to oversubscribed institutions may face refusals regardless of individual eligibility. The cap does not apply to graduate students or certain vocational programs.
For RCIC practice, advising students on DLI selection now requires checking whether the prospective institution has remaining allocation capacity, not just whether the student meets eligibility requirements.
The PGWP has been significantly restructured with these key 2025-2026 changes:
Program eligibility: PGWPs are only available for graduates of programs aligned with specific NOC shortage occupations or Canadian labour market priorities. Not all degree programs qualify. Students must verify PGWP eligibility for their specific program before enrolling if a PGWP is part of their immigration pathway strategy.
Duration changes: PGWP duration is now linked to program duration and field of study. Graduate students in high-demand fields may qualify for the maximum duration; students in other fields may qualify for shorter PGWPs or none at all.
Language requirements: A minimum CLB 7 in all four abilities for TEER 0-2 occupations (CLB 5 for TEER 3-4) is required for PGWP issuance. Students who scored below threshold need to re-test before the PGWP application.
The Student Direct Stream was restructured in late 2025. The simplified processing approach has been replaced with a more conventional review process. Students should plan for standard processing times.
Students who began programs under pre-reform rules may be eligible for transitional protections. Key questions: When was the study permit issued relative to PGWP reform effective dates? Is the program grandfathered under old rules? If the student changes programs mid-study, does the change affect PGWP eligibility? Access current IRCC operational guidance rather than secondary summaries.
Conduct a PGWP eligibility analysis at the program selection stage before the student applies and before significant tuition is paid. Document the PGWP eligibility analysis in the client file.
Only spouses of students in master's, doctoral, or certain professional programs continue to qualify for spousal open work permits. Spouses of undergraduate and college students no longer qualify, significantly affecting families whose immigration strategies relied on dual work authorization during the study period.
